Novie said that the issuance of this new regulation was to prevent the increase in the transmission of Covid-19.

"The goal is to protect us all from exposure to Covid-19. However, there are exceptions to show a vaccine card as regulated in the circular letter," he explained.

The exceptions are:

First, travelers under the age of 12 must be accompanied by a parent or family member.

Second, those who have special health conditions must attach a doctor's certificate from a government hospital, stating that they have not and/or cannot participate in the Covid-19 vaccination.

Third, flight requirements in remote, outermost, and border areas are adjusted to the conditions of each region.

Novie said that the passenger capacity for single-aisle aircraft and double aisle aircraft can exceed 70 percent.

"But flight operators are still required to provide three rows of seats designated as quarantine areas for passengers who are indicated to have Covid-19 symptoms," Novie said.

This regulation is an amendment to Circular Letter Number SE 88/2021 concerning Guidelines for the Implementation of Domestic Travel by Air Transportation during the Covid-19 Pandemic, and refers to the Second Addendum of the Task Force Circular Letter for Covid-19 Number 21/2021.
